Mae’r Cyngor Tref  yn bodoli yn ei ffurf bresennol ers diwedd y pedwerydd ganrif ar bymtheg.

Cyn hyn, roedd materion plwyfol yn cael eu trafodu gan grwp o drigolion uchel eu parch yn y gymuned, yn ddieithriad byddai’r grwp yn cynnwys arweinyddion crefydd, boneddigion lleol.

Roedd y system yma yn gweithio’n effeithiol mewn sawl cymuned ond nid o angenrheidrwydd ymhob un ardal. Am amrywiol resymau ond yn bennaf oherwydd symudiad cyffredinol tuag at ddemocratiaeth ac i leihau dylanwad radicaliaeth crefyddol, daeth gwleidyddiaeth i hwyluso a hyrwyddo sefydlu Cynghorau Cymuned.

Yn 1972 daeth Deddf Llywodraeth Leol i rym gan nodi yn union eu dyletswyddau. Am sawl blwyddyn yn ystod 1960au a 1970au bu’r Cyngor Tref yn cyfarfod yn Trehinon, Stryd Mona cyn symud i Siambr y Cyngor yn Lôn Goch.

The town council has existed in its modern format since the end of the 19th century.

Prior to this period, the affairs of the local parish and inhabitants would have been discussed by a group of senior town inhabitants. Invariably these groups would have consisted of and been heavily influenced by the local gentry, religious leaders and principal ratepayers.

In many communities this system proved very effective however, this was not always the case.For various reasons but specifically due to a general movement towards greater ‘democracy’; and a desire to decrease the influence of religious movements, political will began to facilitate the establishment of Parish Councils.

In 1972 the Local Government Act came into being and the exact role and nature of these bodies in both England and Wales became more clearly defined.For a number of years during the 1960’s and 1970’s the town council offices were located at Trehinion on Mona Street, before moving to their present location on Lon Goch.
